Strategic Plan RFQ
The Parks and Recreation Commission for the Parish of East Baton Rouge (BREC) invites the submission of qualifications for consulting services for BREC's Ten Year Strategic Plan. This Request for Qualifications is part one of a two-part process, for submissions from qualified, experienced professional planning consultants to assist BREC in the creation of this Ten Year Strategic Plan. A document describing the submittal package requirements can be downloaded here.
Qualification packages must be received by 4:00 p.m., Tuesday, April 2, 2013. Completed packages shall include three printed copies and one electronic copy on CD in PDF format. Packages should be sent to:

The 2004 Imagine Your Parks plan is an extensive document, what elements of this plan do you see needing major attention in this update?
This plan will probably be somewhat less involved than the 2004 Imagine Your Parks document – elements will become more defined before the RFP process; but here are some broad elements: Capital Area Pathways (multi-use trails), healthy lifestyle focus, new recreation trends, flexibility.

Are there any new elements you have envisioned for this update to address?
Same as above. After the RFQ’s are received and reviewed, we will have internal staff meetings to define the scope of work for the selected consultant. After firm’s have been short-listed, the RFP will have a more detailed and definitive scope, with an estimated budget/fee range.

What is the targeted budget range for the completion of this update?
See above. At this time, a range will be defined and included in the RFP.
