











GENERAL RULES AND REGULATIONS
A. Under no circumstances can the center be used for commercial or political purpose. Groups can use the facilities for individual enjoyment and satisfaction from recreational activities.
B. One BREC supervisor will be on site during rental.
C. No activities may be held after 10 p.m. without prior permission from BREC Commission.
D. No alcoholic beverages may be brought onto or sold on BREC property.
E. BREC will require Lessee to provide, at Lessee’s expense, adequate licensed security officers and adult chaperones on site during rental hours. Number of licensed security officers and chaperones are dependant upon nature of event and will be determined by BREC Commission. All events involving participants of ages 13 and over will be required to provide security as outlined above. Lessee MUST provide to BREC, within one week of rental date, security person’s credentials/license.
F. No live music allowed in or on BREC property unless otherwise agreed upon with BREC Commission prior to signing of contract. Recorded music is allowed. At no time can music interfere with other programs on site or the immediate surroundings, including local neighborhood.
G. All decorations must meet State Fire Laws and approval of City Fire Chief. All decorations including tape, string, tacks etc. MUST be removed from facility during clean up of rental. Damage Deposit will apply to decorations left in facility after rental.
H. The use of any device with an open flame such as candles, sterno, etc. or exposed electrical coils is not permitted in the building. Flammable liquids may not be brought into the building.
I. All electrical devices used in the building must be UL approved bearing such label and be in good operating condition.
J. All Exits from the building MUST remain open and free of any obstructions. A ten foot wide path from the center of room to all Exits in room shall remain open and clear of any obstructions including tables, chairs, etc.
K. The sale of concessions must be approved by BREC Commission prior to signing contract. Lessee must provide to BREC a list of items to be sold.
L. Damage deposit will be returned after building and equipment is inspected for damage and cleanliness. Cost of damage and/or uncleanliness will be absorbed from damage deposit. If cost exceeds deposit Lessee will be billed for additional cost. Inspection of facility by BREC Supervisor on duty should occur before Lessee leaves building. BREC reserves the right to hold Damage Deposit at least two weeks after rental date.
M. Lessee agrees and covenants that there will be no discrimination in program based upon race, creed, handicap or national origin.
Co-Sponsored Activities
1. No rental fee applied.
2. All publicity must denote Recreation & Park Commission as co-sponsor, See Event Promotion & Marketing below.
3. All expenses and receipts will be combined and will be equally shared 50:50(%) by the Commission and the event organization; any other arrangement must be agreed upon by both parties prior to signing contract
4. Financial Reports including proposed income and expenses and final income and expenses must be prepared by each group. Final report must be submitted to BREC within seven (7) days.
Event Promotion & Marketing
Any paid print advertisement that applies to the program, distributed or sold in connection with the event, must include the BREC logo. Cost of this advertisement will be an additional expense to the Lessee over and above rental charges; however the Lessee may secure a donation from an underwriter (excluding alcohol, gaming and tobacco vendors) to cover cost. BREC reserves the right to proof such advertisement in advance of placement. Furthermore, prior to opening of the activity to the public, BREC will require an advance copy of programs or other like materials to be distributed or sold at event.
Web sites created to promote the event, must follow the same guidelines and contain a link to BREC’s web site, www.brec.org.
All press releases or media advertisements in connection with the event must refer to the site or location as BREC’s (name of BREC park/facility). In addition, copies of all press releases must be sent by FAX (225-273-6404) or mail to BREC’s Administrative Office, Attention: Communications Department, P.O. Box 15887, BR 70895-5887.
General Rental Information
•When using equipment not issued by BREC on BREC property, BREC reserves the right to require Lessee, at Lessee’s cost, to carry a minimum of $1,000,000 general liability insurance policy listing BREC as a third party on said policy.
•BREC requires, at least, a two week notice on all rental requests for staffing purposes. No rental agreement is final until all contracts are signed and rental payments are made in full.
•All those entering into a rental agreement must be at least 21 years of age.
•Rental fees are refundable if event is canceled prior to 60 days of rental. If canceled within 60 days, party forfeits all rental fees.
•Tables and chairs on site will be available for use. Additional tables and/or chairs beyond these limits are the responsibility of the Lessee. No BREC equipment may be removed from inside BREC building without BREC permission.
•Rental time includes set up, activity and general clean up. General clean up includes removal of all decorations (including but not limited to tape, string, tacks, etc), removal of all trash, cleaning spills and leaving building as found.
