Baton Rouge, LouisianaBREC today announced a comprehensive initiative to take bold, strategic steps toward becoming a leaner, more efficient organization. Guided by strong direction from BREC Commission leadership, this multi-faceted approach began in late 2025 and is designed to ensure taxpayer dollars are utilized in the smartest, most effective manner possible.
This initiative reflects BREC’s commitment to working smarter by streamlining operations, eliminating redundancies, and realigning resources toward long-term sustainability. The goal is a more agile, modern organization that delivers high-quality services while maximizing operational efficiency for the community BREC serves.
The initiative includes the following key components:
Workforce Review & Reduction
BREC conducted a comprehensive review of its workforce and has made the decision to reduce approximately 10% of its workforce immediately. The reductions were based on roles deemed least necessary. Subsequently, subject-matter experts within each department will conduct desk audits to assess responsibilities, contributions, and overall impact. This structured review will allow for an orderly evaluation and restructuring of roles and assignments.
Business Reorganization
Findings from the workforce review will inform potential changes to staffing and organizational structure. This may include realignment of roles to address critical needs while reducing redundancies where functions are already covered. Adjustments will be guided by data, efficiency, and service delivery priorities.
Retirement Plan Evaluation for Future Hires
BREC is conducting an in-depth evaluation of its retirement offerings for future hires, with the goal of transitioning to a more modern and flexible approach by June 30, 2026. This effort aims to better support a progressive and diverse workforce while responsibly addressing the rising costs of employee benefits.
Temporary Hiring Freeze
A temporary pause on hiring for all non-critical positions will be implemented during this evaluation period. This measure will allow the appropriate time to thoroughly assess organizational needs, structure, and efficiency to ensure future hiring decisions best serve the public.
Privatization Exploration and Strategic Partnerships
BREC will continue to explore smart partnerships that enhance services while reducing operational strain. The agency has already established a partnership with SELA Aquatics to manage and operate all aquatics offerings, including Liberty Lagoon Water Park. Additionally, BREC has partnered with the Contingency Group to significantly strengthen safety measures at all facilities.

This initiative is about being thoughtful, responsible stewards of public resources while positioning BREC for long-term success. By working smarter and more intentionally today, we are ensuring we can continue delivering the parks, programs, and services our community depends on tomorrow.”
